In the old days, when recirculation pumps were a new idea, you needed a plumber to run a copper line to the plumbing fixture farthest from the water heater all the way back to the water heater. That made this idea very expensive. Those days are gone, but most plumbers don't want to tell you about it, because, how are they going to make any money if you don't need them to install it?
